It’s an experiment in land use as far as I could tell. In this case, they placed funny constraints on the land (glasshouses/transparent short houses only, and no industrial agriculture). I suppose they’re testing urban development models and/or trying to stimulate growth in a unexciting area. Seems centrally planned (though not sure from what level.)
